Creates public records exemptions for personal identifying information of enrollees and participants in the Florida Health Choices Program, making such information confidential and exempt from disclosure requirements.

Exempts proprietary confidential business information of vendors (participating insurers and service providers) from public records requirements, including business plans, audit reports, client lists, trade secrets, and patentable material.

Exempts client and customer lists of program buyer's representatives (participating insurance agents) from public records disclosure.

Allows disclosure of exempt information to other governmental entities performing official duties, to individuals with written consent from applicants, and to the Florida Kidcare program for administration purposes; permits legal guardians to obtain confirmation of enrollee coverage details without full identifying information.

Establishes criminal penalties for knowingly and willfully violating the exemption (second-degree misdemeanor) and subjects the exemption to legislative review and repeal on October 2, 2016, unless reenacted; effective October 1, 2011.
