Authorizes the Palm Beach County School Board to pay $1,900,000 total to David Abbott, guardian of Carl Abbott, for injuries sustained when Carl Abbott was struck by a school board employee's bus on June 30, 2008.

Payments to be made in annual installments of $211,111.11 from fiscal years 2011-2018, with a final payment of $211,111.12 in fiscal year 2019.

Guarantees a minimum payment of $633,333.33 to the guardian if Carl Abbott dies within 3 years of the effective date, even if regular payments have not been completed.

Caps attorney's fees, lobbying fees, costs, and other related expenses at 25 percent of the total award amount.

Designates the combined statutory payment of $100,000 and this $1,900,000 award as sole compensation for all present and future claims arising from Carl Abbott's injuries.
