Authorizes Sebring Airport Authority to acquire, lease, construct, and operate commercial and industrial facilities in addition to airport properties.

Establishes authority to operate foreign-trade zone status under the alternative site framework in DeSoto, Glades, Hardee, Hendry, Highlands, and Okeechobee Counties and the Cities of Belle Glade, Pahokee, and South Bay.

Permits authority to contract with governmental entities to operate airports, airfields, and related services without geographic restrictions.

Allows authority to purchase commodities or contractual services from purchasing agreements of other special districts, municipalities, or counties per Florida Statutes section 189.4221.

Maintains existing $10,000 threshold for sealed bid advertising requirements on construction, repairs, equipment, services, and supplies contracts.
