Amends section 216.023, F.S. to reorganize legislative budget request requirements by converting numbered subsections to lettered subsections (subsections (a) through (j)) without substantive changes to the content.

Deletes subsection (4)(b) of section 216.023, F.S., which required state agencies and the judicial branch to submit annual budget summaries containing unit-cost data, accountability measures, and performance information, along with a provision for 10 percent budget reductions for non-compliance.

Repeals section 339.1371, F.S., relating to Mobility 2000 funding.

Updates cross-references in section 216.013(1)(h), F.S. to remove references to activity identification requirements under the repealed section 216.023(4)(b).

Updates cross-references in section 489.145(6)(a), F.S. to conform to the reorganized subsection numbering in section 216.023(4)(i).
