Repeals chapter 503, Florida Statutes, which regulated frozen desserts, including licensure of frozen dessert plants, enforcement, penalties, and preemption of local regulations.

Amends section 381.0014 to remove references to chapter 503, keeping only chapter 502 as subject to preemption by the Department of Health and Human Services.

Removes frozen dessert regulation responsibilities from the Department of Agriculture and Consumer Services, including removal of frozen dessert inspection and enforcement duties from the Division of Dairy Industry.

Removes chapter 503 from the Division of Food Safety's inspection and enforcement authority under sections 570.50 and 570.51.

Effective July 1, 2011.
