Deletes all financial penalty provisions from Florida Statute 1003.03 that previously imposed reductions to school districts' class size categorical allocations for exceeding maximum class sizes.

Removes the calculation methodology that determined penalty amounts based on FTE students exceeding maximums, district cost differentials, and base student allocations.

Eliminates the requirement for districts to submit compliance plans to the Commissioner of Education by February 15 or face fund reductions.

Takes effect July 1, 2011.
