Allows restaurant patrons to remove one unsealed bottle of wine for off-premises consumption if they have purchased a meal and consumed a portion of the bottle with that meal.

Removes the requirement that the meal be a "full course" consisting of specific components (salad or vegetable, entree, beverage, and bread).

Requires partially consumed wine bottles to be securely resealed by the licensee, placed in a bag or container with tamper-evident sealing, and accompanied by a dated receipt before removal.

Mandates that wine containers transported in vehicles must be placed in a locked glove compartment, locked trunk, or area behind the last upright seat if the vehicle has no trunk.

Takes effect July 1, 2011.
