Repeals section 1008.33, Florida Statutes, which previously authorized the State Board of Education and Department of Education to enforce accountability requirements, categorize schools by performance, and apply intervention strategies.

Removes references to the State Board of Education's recommended actions for school improvement, shifting authority to charter school sponsors and district school boards.

Eliminates teacher assignment requirements that previously prohibited assigning disproportionate numbers of temporarily certified, underperforming, or out-of-field teachers to lowest-performing schools.

Removes waiver provisions for instructional material purchases in schools previously identified in the lowest performance categories under the repealed accountability framework.

Takes effect July 1, 2011.
