Implements the 2011-2012 General Appropriations Act by incorporating Florida Education Finance Program calculations, authorizing charter school capital outlay distribution, and establishing funding mechanisms for various state programs.

Authorizes Department of Corrections and Department of Juvenile Justice to expend funds for municipal/county impacts from facility operations, limited to 1 percent of facility construction costs minus impact fees.

Establishes reimbursement limitations for Department of Juvenile Justice healthcare payments at 110 percent of Medicare allowable rates (125 percent for hospitals with negative operating margins), effective through the 2011-2012 fiscal year.

Restricts state employee travel funds during 2011-2012 to mission-critical activities only, prohibits travel to foreign countries and conferences without agency head approval, and exempts law enforcement, military, emergency management, and public health activities.

Authorizes transfers between state departments for data processing, risk management insurance, human resources services, and transportation-related economic development projects totaling $15.3 million.
