• Eliminates criminal penalties for violations of orders or rules for real estate brokers, appraisers, and cosmetologists; reduces continuing education requirements for reactivating licenses across multiple professions.

• Creates "cottage food operations" exemption from food permitting with annual sales limit of $15,000; requires specific labeling and restricts distribution methods to direct retail sales only.
