Removes the Office of Information Security and Agency Chief Information Officers Council; consolidates information security duties directly within the Agency for Enterprise Information Technology under a state Chief Information Security Officer.

Establishes a schedule for state agency data center consolidations into primary data centers between fiscal years 2011-2012 and 2015-2016, with specific agencies and deadlines listed (e.g., Department of Corrections to Southwood by September 30, 2011; Department of Education to Northwest Regional by December 31, 2011).

Designates Northwest Regional Data Center as a primary data center and requires primary data centers to assume administrative access rights to consolidated resources while providing customer agencies appropriate access for core business activities.

Requires each consolidating agency to submit transition plans by September 1 prior to consolidation, including resource inventories, service level requirements, budget adjustments, and milestones; requires primary data centers to develop absorption plans and the Agency to submit comprehensive transition plans to the Governor and Legislature.

Changes Department of Corrections data system management from the Justice Data Center to the department's Office of Information Technology and removes provisions allowing nonstate data centers to be designated as primary data centers.
