CS/HB 5101 Summary

• Replaces "state instructional materials committees" with "state instructional materials reviewers" appointed by the Commissioner of Education to review and evaluate instructional materials for state adoption.

• Reduces the adoption period for instructional materials from 6 years to 5 years and requires all adopted materials for kindergarten through grade 12 to be provided in digital or electronic format beginning in the 2012-2013 academic year.

• Establishes requirements for charter school systems to be designated as local educational agencies for receiving federal funds if they meet specified criteria including having both conversion and nonconversion charter schools, all located in the same county, with enrollment exceeding at least one school district.

• Revises class size maximums by allowing up to 3 additional students above the limit for prekindergarten through grade 3 and up to 5 additional students above limits for grades 4-12 if assigned after the October student membership survey, with requirements for a compliance plan by the next survey.

• Increases the amount school districts may expend per unweighted full-time equivalent student from capital improvement millage revenue from $100 to $200 and clarifies permissible uses for property and casualty insurance premiums.
