HB 5201 - Postsecondary Education Funding Summary

• Requires the Florida Distance Learning Consortium to implement a transient student admissions application process beginning in 2011-2012 academic year, with all Florida College System institutions and state universities interfacing their systems by July 1, 2012.

• Increases excess credit hour surcharge at state universities from 50% to 100% of tuition for hours exceeding 115% (rather than 120%) of degree requirements, effective for students entering in 2011-2012 and thereafter.

• Raises test score eligibility requirements for Florida Bright Futures Scholarship awards: Florida Academic Scholars to SAT 1290/ACT 29 and Florida Medallion Scholars to SAT 1170/ACT 26, both starting with 2012-2013 graduates, and requires annual FAFSA submission for all scholarship recipients.

• Caps Florida College System institution presidents at $200,000 in remuneration from appropriated state funds for fiscal year 2011-2012 and limits administrative employee compensation to $200,000 annually from appropriated state funds.

• Authorizes district school boards and college/university boards to acquire improved real property for educational facilities using capital improvement fees and allows convenience fees for credit card payments of tuition and fees.
