Reduces the age limit for independent living services from 23 to 21 years old for young adults formerly in foster care across all program categories (aftercare support, Road-to-Independence Program, and transitional support services).

Creates section 415.1114 to allow the Department of Children and Family Services to transfer adult protective investigations responsibility to county sheriffs' offices through contracted agreements.

Requires sheriffs' offices conducting adult protective investigations to complete the same training as department protective investigators and maintain separate budgets and performance data for these investigations.

Establishes that the state must appropriate funding to the department, which shall grant the full identified amount to respective sheriffs' offices for adult protective investigations, including all investigative positions, training, equipment, and capital items.

Takes effect July 1, 2011.
