Eliminates the youthful offender basic training program by deleting all references to it across Florida Statutes sections 945.0311, 951.231, 958.04, and repealing section 958.045.

Authorizes the Department of Corrections to contract with private entities to supervise offenders on community supervision in Broward and Miami-Dade counties, requiring at least 7 percent cost savings and compliance with all applicable statutes, rules, and American Correctional Association standards.

Transfers all duties, functions, property, and funds related to chapter 957 (private correctional facilities) from the Department of Management Services to the Department of Corrections effective July 1, 2011.

Revises definitions of "correctional probation officer" and "part-time correctional probation officer" to include employees of private entities contracted with the state for community supervision services.

Redefines "elderly offender" to remove reference to the Department of Management Services, and updates chapter 957 provisions to reflect the transfer of private correctional facility oversight from DMS to the Department of Corrections.
