Redirects filing fee portions from the state courts' Mediation and Arbitration Trust Fund to the State Courts Revenue Trust Fund across multiple court proceedings in circuit and county courts.

Increases State Courts Revenue Trust Fund allocations in civil actions: from $180 to $195 for standard cases and from $80 to $95 for family/dependency cases in the initial $165-$180 fee tier.

Increases State Courts Revenue Trust Fund allocations for real property and mortgage foreclosure cases with graduated fee schedules: $195 to $280 for claims under $50,000; $700 to $785 for claims $50,000-$250,000; and $1,700 to $1,785 for claims $250,000 or more.

Eliminates the $15 portion of filing fees previously deposited into the Mediation and Arbitration Trust Fund, redirecting this revenue to the State Courts Revenue Trust Fund instead.

Deletes an obsolete provision allowing Mediation and Arbitration Trust Fund moneys to be used as specified in the 2010-2011 General Appropriations Act, effective June 1, 2011.
