Transfers the Clerks of the Court Trust Fund from the Justice Administrative Commission to the Department of Revenue, effective July 1, 2011

Increases from $3.50 to $5 the portion of filing fees remitted to the Administrative Trust Fund within the Department of Financial Services to fund the Florida Clerks of Court Operations Corporation contract

Grants the Legislative Budget Commission authority to review, approve, disapprove, or amend budgets for the Florida Clerks of Court Operations Corporation and combined or individual clerk of court budgets

Revises clerk of court budget procedures to require submission to the Clerks of Court Operations Corporation by June 1 and establishes a contract-based review process with the Chief Financial Officer to verify budget compliance and determine minimum revenue necessary for court-related functions

Modifies fee distribution requirements so clerks retain certain filing fee revenues as fee income rather than remitting all court-related fines, fees, service charges, and costs to state funds, with one-third of excess collections above specified thresholds remitted to the Clerks of the Court Trust Fund
