Changes the Public Employees Relations Commission composition from three full-time members to one full-time chair and two part-time members, appointed by the Governor and confirmed by the Senate.

Requires the chair to devote full time to commission duties and prohibits engagement in any other business, vocation, or employment while serving.

Prohibits part-time members from engaging in any business, vocation, or employment that conflicts with their commission duties while in office.

Maintains existing restrictions prohibiting commission members from being employed by governmental units or employee organizations, and limits representation to no more than one member each from employer and employee backgrounds.

Effective date is July 1, 2011.
