Removes the 1 percent cap on the Department of Management Services' reimbursement for actual costs of coordinating the Florida State Employees' Charitable Campaign.

Establishes annual transfers of up to $1 million from fees collected for electronic information services and online procurement systems to the Department of Financial Services' Administrative Trust Fund to support statewide purchasing operations.

Requires the Department of Management Services to transfer excess revenue from collected fees to the General Revenue Fund each year by June 30, with a $1.25 million maximum cash balance allowed in the Operating Trust Fund.

Eliminates the requirement for the Department of Management Services to provide annual reports to the Legislature on executive aircraft pool utilization and repeals the statute establishing the executive aircraft pool.

Terminates the Bureau of Aircraft Trust Fund effective November 1, 2011, transferring all remaining balances and revenues to the General Revenue Fund and requiring payment of outstanding debts.
