Reenacts provisions of Senate Bill 360 (chapter 2009-96, Laws of Florida) relating to growth management, comprehensive planning, and land development to address constitutional challenges to the original legislation.

Defines "urban service area" and "dense urban land area" based on population density thresholds (1,000+ people per square mile or 1+ million population) and establishes annual calculations by the Office of Economic and Demographic Research.

Establishes transportation concurrency exception areas in dense urban municipalities and designated areas, allowing development without meeting transportation facility standards if local governments adopt long-term mobility strategies within 2 years.

Creates exemptions from the development-of-regional-impact (DRI) review process for proposed developments in dense urban land areas, urban infill areas, community redevelopment areas, and downtown revitalization areas.

Extends permits issued by the Department of Environmental Protection or water management districts with expiration dates between September 1, 2008 and January 1, 2012 for an additional 2 years, and directs a study on implementing a statewide mobility fee to replace local transportation concurrency systems.
