Reenacts multiple Florida Statutes sections relating to affordable housing programs, including provisions on private activity bonds, community land trusts, property tax exemptions, and the State Housing Initiatives Partnership Program.

Repeals section 420.9078 regarding state administration of remaining funds in the Local Government Housing Trust Fund while reenacting section 420.9079 governing the fund's creation and administration by the Florida Housing Finance Corporation.

Allows school districts to use portions of school sites, undevelopable land, or surplus land to provide affordable housing for teachers, district personnel, and essential services workers in areas of critical state concern.

Provides retroactive operation to June 1, 2009 for provisions amended, created, or repealed by chapter 2009-96, Laws of Florida, to cure any alleged constitutional violations and protect reliance on those legislative changes.

Establishes affordable housing assessment criteria for community land trust properties, including restrictions on resale prices and ground lease protections that must be recorded in county public records.
