Repeals statutes establishing regular terms of court for the Florida Supreme Court, district courts of appeal, and all 20 circuit courts, eliminating the requirement for courts to hold sessions on fixed schedules.

Grants the Supreme Court authority to establish terms of court for all state courts, allow lower courts to set their own terms, or dispense with terms entirely.

Creates new statute allowing appellate courts to recall their own mandates within 120 days of issuance for reconsideration or modification.

Removes references to "term time" and "vacation" throughout Florida statutes, replacing them with "session" and other language reflecting the elimination of fixed court terms.

Becomes effective January 1, 2012.
