Proposes constitutional amendment to Article V, Section 2 removing the Florida Supreme Court's power to adopt rules of practice and procedure for any court.

Grants the Florida Supreme Court only the authority to recommend rules of practice and procedure, which the Legislature may adopt, amend, or reject through general law.

Establishes that if a conflict exists between general law and a court rule, the general law supersedes the court rule.

Removes existing constitutional provisions allowing the Supreme Court to supervise all courts, set appellate review timelines, and submit military law questions to federal courts.

Requires submission of the amendment to Florida voters at the next general election or an earlier special election authorized by law.
