Requires the Office of State-Federal Relations to submit an annual report by January 1 of each year to the Governor, President of the Senate, and Speaker of the House detailing the office's budget, personnel, and activities.

Establishes the Office of State-Federal Relations within the Executive Office of the Governor, located in Washington, D.C., to represent both legislative and executive branches and provide liaison with federal officials and agencies.

Designates the office duties to include legislative liaison with Congress, grants assistance to state agencies, development of federal legislative strategies, and facilitation of Florida officials' activities in Washington, D.C.

Requires state agencies and their representatives to cooperate and coordinate state-federal relations efforts with the office, and encourages agencies with Washington, D.C. representatives to station them in the office.

Prohibits the Governor from nominating lobbyists (as defined by state and federal registration requirements) to federal fisheries management councils if they have lobbied entities affected by such councils within the preceding 24 months.
