Deletes provisions establishing the Minority Business Certification Task Force, including its composition, meeting requirements, and authority to propose uniform certification criteria.

Removes the requirement that certification criteria be approved by the task force and eliminates the task force's authority to amend the statewide and interlocal agreement for minority business enterprise certification.

Makes technical corrections to existing certification criteria language, including changing "prior to" to "before," "shall" to "is," and "defined as" to "means" throughout the statute.

Transfers responsibility for certification criteria adoption directly to the Department of Management Services, removing the intermediary task force approval process.

Takes effect July 1, 2011.
