Proposes constitutional amendment to Section 12 of Article V making Judicial Qualifications Commission records, materials, and proceedings public upon filing of formal charges or when investigative panel determines formal charges will not be filed.

Maintains confidentiality of commission proceedings and records while an investigative panel is actively investigating a complaint.

Preserves status of information that is otherwise confidential or exempt under law and applies new public disclosure rules to all current and future commission records.

Removes outdated provisions from the constitution, including dated language about November 1, 1966 and specific term expiration dates from 1996 amendments.

Requires amendment approval by Florida voters at the next general election or earlier special election authorized by law.
