Creates the Florida Drug, Device, and Cosmetic Trust Fund within the Department of Business and Professional Regulation, referenced in section 499.0031, F.S.

Trust fund shall be administered according to chapter 499 provisions, with funds expended only through legislative appropriation or approved budget amendments under chapter 216.

Trust fund is scheduled for automatic termination on July 1, 2015, unless terminated sooner, and must be reviewed per section 215.3206(1) and (2) before the scheduled termination date.

Requires three-fifths vote approval from both houses of the Legislature for enactment.

Effective date is July 1, 2011.
