Amends s. 381.8531, F.S. to make personal identifying information of donors to the Florida Center for Brain Tumor Research's central repository and registry confidential and exempt from public records requirements, with retroactive application to information held before, on, or after July 1, 2011

Removes the prior exemption for "an individual's medical record" and replaces it with a narrower exemption limited to personal identifying information of donors

Allows disclosure of confidential information to researchers who submit an institutional review board-approved research plan, sign a confidentiality agreement, maintain confidentiality of the information, and destroy it after research concludes

Extends the sunset review date from October 2, 2011 to October 2, 2016, making the exemption subject to legislative review and repeal under the Open Government Sunset Review Act

Establishes public necessity finding based on brain tumors being a leading cause of death and the need to protect donor privacy to encourage specimen donations for medical research
