Consolidates provisions regarding public record exemptions for court orders appointing court monitors and emergency court monitors in guardianship proceedings under section 744.1076, Florida Statutes.

Changes court orders appointing nonemergency court monitors from "confidential and exempt" status to "exempt" status only from Article I, Section 24(a) of the State Constitution.

Limits confidential and exempt status to court orders finding no probable cause, with such orders subject to inspection by court order or upon showing of good cause.

Removes the scheduled repeal date of October 2, 2011 that was previously subject to the Open Government Sunset Review Act, making the exemption permanent.

Takes effect October 1, 2011.
