Creates a public records exemption for work papers held by the Office of Program Policy Analysis and Government Accountability (OPPAGA) that relate to authorized projects or research products.

Exempts OPPAGA work papers from section 24(a), Article I of the State Constitution, with retroactive application to work papers held before, on, or after the effective date.

Exemption applies to protect proprietary business information, confidential details, and unverified allegations that could harm individuals or businesses participating in OPPAGA research.

Allows OPPAGA to conduct independent evaluative research and objective policy analysis without sources fearing competitive disadvantage, disclosure, or workplace reprisals.

Effective date is contingent upon SB 1204 or similar legislation becoming law in the same legislative session or extension thereof.
