CS/HB 7151 - Postsecondary Education Summary

• Removes references to the College-Level Academic Skills Test (CLAST) and eliminates requirements for standardized examination scores as a condition for graduation with associate or baccalaureate degrees from public postsecondary institutions.

• Establishes the Articulation Coordinating Committee to monitor K-20 education system alignment, dual enrollment equivalencies, and statewide articulation policies with representatives from universities, colleges, career and technical education, K-12, and nonpublic institutions.

• Requires the Higher Education Coordinating Council to submit recommendations by December 31, 2011, on core missions, performance measures, articulation policies, and workforce development education alignment between Florida College System institutions and school districts.

• Changes community college budget approval requirement from "approval" to "review" by the Department of Education and allows institutional presidents or designees to dispose of lost or abandoned property according to institutional policies rather than mandatory public sale.

• Removes exclusions of students with intellectual disabilities from eligibility for substitute requirements for admission and graduation from public postsecondary institutions, and eliminates summer enrollment exemptions for students earning accelerated credits.
