References Chapter 2010-139 of Florida law (codified in section 163.08) which authorized local governments to create such financing programs for residential and commercial properties.

Identifies that Federal Housing Finance Agency and Office of the Comptroller of the Currency actions on July 6, 2010 stalled implementation of these programs in Florida and froze similar programs nationwide.

Notes that 22 other states have passed laws enabling local governments to develop energy efficiency and renewable energy financing programs.

Directs copies of the memorial be sent to the President, President of the Senate, Speaker of the House, and Florida's congressional delegation.
