Amends operating plan requirements for Florida's foreign offices to remove specific references to the Florida Trade Data Center while maintaining provisions for access to trade leads and market opportunity information.

Removes the Florida Trade Data Center from the list of organizations that the Florida-Caribbean Basin Trade Initiative must coordinate with when enhancing effectiveness and leveraging resources.

Eliminates authority for the Seaport Transportation and Economic Development Council to use program funds to develop trade data information products in conjunction with the Florida Trade Data Center.

Changes language in foreign office operating plans from requiring offices to "obtain and forward" trade leads to the center to simply providing access to trade-related information for Florida businesses.

Effective date is July 1, 2011.
