Repeals section 288.982 of Florida Statutes, which provided public records exemptions for documents related to the Department of Defense Base Realignment and Closure (BRAC) 2005 process

Eliminates exemptions from public meetings requirements for the Governor's Advisory Council on Base Realignment and Closure and its committees and subcommittees

Removes exemptions from public records requirements for records of the Governor's Advisory Council on Base Realignment and Closure and related entities

Eliminates penalties for violations of the previous public records and public meetings exemptions related to BRAC 2005

Takes effect July 1, 2011
