Removes eligibility for upper-division faculty at St. Petersburg College to receive continuing contracts, making them subject to the same employment laws as other community colleges.

Establishes that all personnel newly hired on or after July 1, 2011, by Florida College System institutions must begin with probationary contracts and can only receive annual contracts based on performance and presidential recommendation.

Prohibits awarding tenure, multiyear contracts, or continuing contracts to all personnel except college presidents, and prevents renewal or extension of such contracts existing prior to July 1, 2011.

Requires workforce reduction decisions to be based on performance evaluation and educational/programmatic needs rather than seniority, and mandates each institution adopt a performance evaluation policy.

Repeals State Board of Education rules implementing the previous contract system and voids any institutional policies inconsistent with the new employment framework.
