Establishes criteria for "high-performing charter schools" based on receiving at least two "A" grades and no grades below "B" in the previous 3 school years, unqualified financial audits, and no financial emergency conditions.

Authorizes high-performing charter schools to increase enrollment by up to 15 percent annually, expand grade levels, submit quarterly financial statements instead of monthly, consolidate multiple charters, and receive 15-year charter modifications or renewals.

Allows high-performing charter schools to replicate their educational programs in new charter schools statewide, subject to a one-school-per-year limit and requirement that each replicated school achieve high-performing status before replication expansion.

Establishes "high-performing charter school systems" for entities operating at least three high-performing charter schools where at least 50 percent of their schools meet high-performing standards, with ability to replicate schools and serve as local educational agencies for federal funding.

Requires charter school sponsors to allow technical corrections to applications before denial, sets higher approval standards for high-performing school applications (clear and convincing evidence required), and allows direct State Board of Education appeals of denials with defined review criteria.
