CS/CS/HB 7197 - Digital Learning Now Act

• Creates the Digital Learning Now Act establishing that each student should have access to high-quality digital learning environments including online courses, customized instruction, and online assessments.

• Authorizes establishment of virtual charter schools and allows charter schools to implement blended learning courses combining traditional classroom and online instruction; requires charter school governing boards to appoint parent representatives and hold at least two public meetings per school year.

• Requires at least one course for high school graduation to be completed through online learning beginning with students entering grade 9 in the 2011-2012 school year.

• Mandates all statewide end-of-course assessments be administered online beginning in the 2014-2015 school year and expands virtual instruction program options available through school districts.

• Authorizes issuance of adjunct teaching certificates for qualified individuals to provide online instruction and requires the Department of Education to report on methods for acquiring digital learning at reasonable costs by December 1, 2011.
