Creates the State Economic Enhancement and Development Trust Fund within the Department of Economic Opportunity for infrastructure and job creation purposes.

Authorizes trust fund use for transportation facilities supporting economic development, affordable housing programs, job creation incentives, workforce training, and tourism promotion and marketing.

Establishes funding sources as documentary stamp tax proceeds, local financial support funds, interest earnings, and cash advances from other trust funds.

Requires all fund balances to carry forward annually and remain available for trust fund purposes, exempting the fund from normal year-end reversion requirements.

Schedules the trust fund for termination on July 1, 2015, with mandatory review before termination date, and requires a three-fifths legislative vote for enactment with an effective date of July 1, 2011.
