• Eliminates the Division of Dairy Industry within the Department of Agriculture and Consumer Services, transferring dairy farm and plant inspection duties to the Division of Food Safety.

• Creates licensing requirements for pest control customer contact centers ($600-$1,000 fees) and establishes limited certification for commercial wildlife trappers using nonchemical methods.

• Consolidates frozen dessert regulation under chapter 502 (eliminating separate chapter 503) and requires registration of tomato producers/packinghouses with fees deposited in the General Inspection Trust Fund.

• Preempts local regulation of fertilizer sales and composition to the state, with exemptions for ordinances adopted before July 1, 2011.

• Renames the Division of Forestry as the "Florida Forest Service" and grants it exclusive authority over broadcast burning and pile burning authorizations, including certification requirements for prescribed burn managers and pile burners.

• Eliminates per diem and travel expense reimbursements for members of multiple advisory councils and boards.
