Extends the exemption for sealed bids, proposals, and replies from public records requirements from 10 days to 30 days after opening, or until agency provides notice of intended decision, whichever is earlier.

Expands public meetings exemption to include meetings where vendors make oral presentations or answer questions as part of competitive solicitations, and team meetings where negotiation strategies are discussed.

Exempts recordings and any records presented at exempt meetings from public records requirements under the same timeline as bids and proposals (30 days after opening or notice of intended decision).

Implements a 12-month maximum exemption period for rejected bids, proposals, or replies when an agency reissues a competitive solicitation.

Extends the sunset repeal date from October 2, 2011 to October 2, 2016 for all exemptions established under this law, subject to Open Government Sunset Review Act legislative review.
