CS/HB 7229 Summary

• Amends procurement procedures in s. 287.057 to specify that preference in invitation to bid awards goes to the lowest responsive and responsible bid meeting stated requirements, and requires invitations to negotiate to include renewal information and pricing for each potential renewal year.

• Revises organizational conflict of interest provisions to allow agencies to request vendors propose mitigation plans and clarifies that persons developing feasibility studies or programs for future implementation cannot contract for subsequent related work without a mitigation plan.

• Reorganizes contract document requirements in s. 287.058 from lettered subsections (a)-(i) to numbered subsections 1-9 for clearer formatting.

• Updates obsolete references throughout procurement statutes by replacing references to Department of Labor and Employment Security with Department of Management Services in sections 287.09431, 287.09451, and 287.0947.

• Repeals s. 287.115 (annual CFO report on disallowed contracts) and s. 403.7065 (recycled content procurement requirements), and conforms waste-to-energy facility requirements in s. 403.7061 accordingly; effective July 1, 2011.
