Water management district governing boards must review district-owned lands every 5 years and make surplus lands available for purchase if they will be returned to county tax rolls.

Lands acquired with matching funds from local governments cannot be sold without that local government's consent.

In counties with populations of 75,000 or fewer (or 100,000 or fewer if adjacent to smaller counties) where over 50 percent of land is publicly owned, non-essential water management district lands may be made available for purchase with priority given to buyers returning property to productive use.

Any transfer of funds within a water management district's final adopted budget now requires approval from the Executive Office of the Governor, changing from unilateral board action.

The act takes effect July 1, 2011.
