Requires agencies to file annual regulatory plans by July 1 beginning in 2012, identifying rules proposed for adoption over the following 12 months, excluding emergency rules.

Mandates enhanced biennial review of existing rules effective on or before November 16, 2010, with agencies completing review by December 1, 2011, and reporting on rule classifications, revenue rules, data collection rules, and plans for repeal or amendment.

Requires agencies to conduct compliance economic reviews of Group 1 rules (2012) and Group 2 rules (2013), analyzing benefits and regulatory costs, and to publish final reports by December 1 each year with justifications for retaining, amending, or repealing rules.

Allows Legislature to establish an internet-based public survey of regulatory impacts from July 1, 2011 through July 1, 2014, with immunity protections for persons reporting information and protections against retaliatory enforcement actions.

Suspends biennial reporting requirements for 2013, with reporting to resume in 2015 and biennially thereafter; repeals Section 120.745 on July 1, 2014, unless subsequently amended.
