Repeals sections 408.50 (prospective payment arrangements), 408.70 (managed competition in health care markets), and 408.9091 (Cover Florida Health Care Access Program) from Florida Statutes.

Amends section 627.6699 (Employee Health Care Access Act) to delete provisions related to the Florida Small Employer Health Reinsurance Program and eliminates the reinsuring carrier classification for individual health insurance, requiring all carriers to become risk-assuming carriers.

Removes definition of "prospective payment arrangement" from section 408.07 and renumbers remaining subsections accordingly.

Updates multiple statutes including hospital licensure, physician registration, health insurance identification card requirements, and teaching hospital definitions to conform to changes made by the act.

Effective July 1, 2011, with section 408.9091 repeal effective January 1, 2014.
