HB 7255 Summary

• Expands the scope of the state group insurance program to include health maintenance organization plans with self-insured plan designs beginning in the 2012 plan year.

• Establishes new benefit levels (Platinum, Gold, Silver, Bronze) for the 2013 plan year with actuarial equivalencies ranging from 90% to 60% of 2012 plan year benefits.

• Creates an independent benefits manager position to be competitively procured by August 1, 2011, to manage the state group insurance program and develop a transition plan to a defined contribution plan by January 1, 2013.

• Specifies state contribution percentages for the 2013 plan year: 90% for Platinum individual plans, 86% for Platinum family plans, and 85%, 80%, and 75% for Gold, Silver, and Bronze levels respectively.

• Requires the department to establish a single health insurance risk pool and maintain contracts with multiple HMOs in each service area beginning in the 2012 plan year; repeals the Florida State Employee Wellness Council.
