Urges Congress to call a constitutional convention under Article V to propose a balanced budget amendment to the U.S. Constitution.

Specifies amendment requirements including prohibiting total federal outlays from exceeding receipts, setting annual outlay limits, and preventing tax increases without two-thirds congressional approval.

Allows Congress to waive balanced budget requirements by two-thirds vote for non-war purposes and permits waivers during declared wars or military conflicts threatening national security.

Supersedes and revokes all previous Florida memorials and concurrent resolutions on balanced budget amendments, including those from 1976, 1988, and 2010.

Automatically nullifies and withdraws this resolution retroactively if used to support a constitutional convention for any purpose other than requiring a balanced federal budget.
