Appropriates $1.8 million from the General Revenue Fund to Dennis Darling, Sr. and Wendy Smith as compensation for the death of their son, Devaughn Darling, who collapsed during Florida State University football preseason training on February 21, 2001.

Completes payment of a $2 million settlement agreement between the parents and Florida State University, with the Division of Risk Management having already paid $200,000 under statutory limits.

Issues a warrant to the parents for $1.8 million as the sole compensation for all present and future claims arising from Devaughn Darling's death.

Limits attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the $1.8 million award.

Takes effect upon becoming law.
