Authorizes the North Broward Hospital District, d/b/a Coral Springs Medical Center, to appropriate $2 million to Laron S. Harris, Jr. (through his parents Melinda Williams and Laron S. Harris, Sr.) and to the parents individually as compensation for medical negligence.

Addresses injuries sustained when Laron S. Harris, Jr. was born on April 1, 2003, with severe perinatal asphyxia and brain damage allegedly caused by delayed diagnosis and treatment of placental abruption.

Establishes that the $2 million payment, combined with $200,000 previously authorized under Florida's sovereign immunity waiver, resolves all present and future claims arising from the incident.

Limits attorney's fees, lobbying fees, costs, and related expenses to no more than 25 percent of the amount awarded under the act.

Takes effect upon becoming law.
