Jacksonville Transportation Authority is authorized and directed to appropriate $1.05 million to the Estate of Cesar Solomon for Mr. Solomon's death caused by negligence of a JTA bus driver on March 25, 2008.

Payment shall be made in three annual installments of $350,000 each, in addition to the $200,000 already paid under Florida Statutes section 768.28.

Cesar Solomon was struck by a JTA bus driven by Gwendolyn Wells Mordecai while he was standing in an aerial lift bucket changing a traffic signal at Commonwealth and Melson Avenues.

The Jacksonville Transportation Authority acknowledged the driver's responsibility and entered into a stipulated judgment of $1.25 million with the estate, recognizing a jury verdict would likely have exceeded this amount.

Attorney's fees, lobbying fees, costs, and other similar expenses relating to this claim are limited to 25 percent of the amount awarded under the act.
