Appropriates $180,000 to Ashraf Kamel as personal representative of his deceased son's estate to compensate for wrongful death resulting from Palm Beach County School Board negligence.

Appropriates $180,000 to Marguerite Dimitri (the deceased child's mother) for the same wrongful death compensation.

Authorizes payments totaling $360,000 to satisfy a settlement agreement related to the January 27, 1997 shooting death of 13-year-old Jean A. Pierre Kamel at Conniston Middle School.

Limits attorney's fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the total amounts awarded under the act.

Designates the amounts paid under this act and prior statutory liability payments as the sole compensation for all present and future claims arising from Jean A. Pierre Kamel's death.
